The Cold War may have ended but it seems the Soviets have been hiding all this time. Hiding, nursing their wounds, nurturing their hate and training their fleet of crack suicide dolphins. They've been waiting for an opportunity to strike and they've hired B-movie actors to accomplish their goal. This Election Crisis 2000 seems to be their moment of opportunity (especially since lately Clinton has taken to hanging around drunk and yelling at the TV all the time).

As you can see, the evil Soviet armies have taken over the Pentagon already. But there is hope, apparently B-movie actress Kari Wuher is even now striking back and taking the commies down and character actor Ray Wise (see below) is the acting president during this crisis (where is Clinton, then?). Some people may recognize actor Ray Wise from his role in Command & Conquer: Red Alert 2 from his roles in Powder, The Chase and most notably as the bereaved father possessed by an evil ghost spirit named Bob from Twin Peaks.
